HOW TO

This "how to chapter" section focuses on the tools and techniques needed to meet the emerging trend of competitive government that will shape the landscape of our country in the new century. Note the similarities between some of these recommended practices and the process outlined in the competitive process.
A summation of best practices in state and local government privatization are contained in the GAO report on Privatization: Lessons Learned by State and Local Governments, mentioned earlier. Another GAO report, Privatization: Questions State and Local Decision Makers Used When Considering Privatization Options, reproduces some of the specific questions the leading states (and Indianapolis) ask when considering privatization. They also identify the critical questions that state and local decision makers found useful when considering whether to privatize a government activity. The examples in these reports can be useful models for governments beginning the process form the basis for the best practices a government organization can use to build their respective road map to success. Six of these "best practice" areas are shown in Table 4. Further details are provided in the balance of this section.
