2001 Virginia legislative initiative to be studied with findings and recommendations to be made to the Governor and the 2002 General Assembly: Senate Joint Resolution No. 382 requested the Commonwealth Competition Council, in cooperation with certain agencies and organizations, to prepare a plan for the development of a system and review process to implement and maintain a statewide database of not-for-profit entities in Virginia. The resolution further indicates that the database should be accessed via the Internet. The Commonwealthy Competition Council is to complete its work in time to submit its findings and recommendations by November 30, 2001.
2000 Virginia legislative study initiative completed with findings and recommendations made to the Governor and the 2001 General Assembly: (1) Senate Joint Resolution No. 219 requests that the Commonwealth Competition Council study the ongoing or permanent commercial activities of not-for-profit organizations and the effects of such activities on state revenues. The report will also be available from this webpage by March 10, 2001. 2000 Virginia legislative study initiative completed with findings and recommendations to be made to the Chairman of the Senate General Laws Committee: (2) Senate Bill No. 761 was carried over to the 2001 General Assembly requiring that Section 2.1-442 of the Code of Virginia be amended to require the Division of Purchases and Supply of the Department of General Services establish the conditions under which a public body may accept unsolicited bid proposals and award contracts without the necessity for further competitive procurement. Such regulations may be based on the Federal Acquisition Regulation adopted by the U.S. General Services Administration. The Senate General Laws Committee Chairman has requested that the Commonwealth Competition Council study this issue as presented in Senate Bill No. 761. The results of this study are published by the Commonwealth Competition Council in a report entitled: A Study of the Conditions Under Which a Public Body may Accept Unsolicited Bid Proposals and Award Contracts without the Necessity for Further Competitive Procurement. The report, dated December
14, 2000, was to the Chairman, Senate General Laws Committee. It is

1999 Virginia legislative initiative completed with findings and recommendations to be made to the Governor and the 2000 General Assembly: House Joint Resolution No. 709 requested the Department of Mental Health, Mental Retardation and Substance Abuse Services, the Department of Corrections, the Department of General Services and the Commonwealth Competition Council to establish a task force to study and analyze the food delivery system for prisons and mental health hospitals and to examine alternatives to increase efficiency and lower the cost to the Commonwealth's taxpayers, while supporting maximum inmate assignments within the Department of Corrections. 1998 Virginia legislative initiatives completed with findings and recommendations made to the Governor and the 1999 General Assembly: (1) Study of necessary resources, staffing, and other requirements to establish an employee stock ownership plan information and resource service within the Executive Branch. The Secretary of Administration is responsible for the study, with the Commonwealth Competition Council, Department of Planning and Budget, and Secretary of Finance assisting. The results of this study

(3) Study effective methods and advantages to the Commonwealth of developing a gain-sharing program as a component of a managed competition process in which state government entities compete with the private sector for providing commercial activities. (4) Prepare a model contract by October 1, 1998, for the collection of court ordered delinquent fines and costs between a Commonwealth's Attorney and a private collection agent, or the Department of Taxation. The Department of Accounts is responsible for the study, with the Commonwealth Competition Council, Supreme Court, Commonwealth's Attorneys Services Council, Auditor of Public Accounts and Compensation Board assisting. The Office of the Executive
Secretary of the Supreme Court of Virginia distributed the guidelines
and contract to all judges and clerks of court during the week of January
20, 1999. The Commonwealth's Attorneys Services Council agreed
to disseminate these documents to all Commonwealth's Attorneys.
1997 Virginia legislative initiative completed with findings and recommendations to be made to the Governor and the 1998 General Assembly: Senate Joint Resolution No. 284 requested the Secretary of Administration, in cooperation with the Commonwealth Competition Council, to study methods to privatize appropriate state government functions through the development and promotion of employee-owned companies. The results of this study
